• Creates the Public Employee Labor Relations Board to administer collective bargaining rights for public employees in Arizona, consisting of three members appointed by the governor representing employees, employers, and a neutral party.

• Establishes the right of public employees to form, join, or refrain from joining labor organizations and to collectively bargain on wages, hours, and conditions of employment through certified exclusive representatives.

• Allows political subdivisions to establish local labor relations boards to assume duties of the state board, subject to state board approval and adherence to all provisions of the collective bargaining law.

• Prohibits strikes and lockouts by public employees and employers; allows labor organizations engaged in strikes to be decertified for up to one year.

• Requires mandatory payroll deduction of union dues as a bargaining subject and establishes mediation and binding arbitration procedures for resolving contract negotiation impasses; terminates the Public Employee Labor Relations Board on July 1, 2028.
