Amends section 28-101 to add a definition of "single axle tow dolly" as a nonvehicle device drawn by a motor vehicle, designed exclusively to transport another motor vehicle with front or rear wheels mounted on the dolly while other wheels remain on the ground.

Modifies section 28-1095 to allow motor vehicles to draw one single axle tow dolly and removes the previous definition of tow dolly from that section, referencing the new definition in section 28-101 instead.

Updates section 28-2153 to exempt single axle tow dollies from vehicle registration requirements by clarifying they are "wheeled equipment" under the registration exemption provisions.

Requires two separate chains, cables, or equivalent devices to secure the raised end of any motor vehicle being transported on a tow dolly to prevent shifting or separation.
