Amends Arizona Revised Statutes section 38-718 regarding the Arizona State Retirement System (ASRS) investment management authority.

Allows ASRS to enter into contracts for investment-related services and market data from securities, commodities, options and monetary exchanges under both the current article and article 2.1 of the chapter.

Permits these investment contracts to be interpreted and enforced under laws of jurisdictions other than Arizona and exempts them from Arizona's contracting requirements in title 41, chapter 23.

Designates proprietary commercial investment information provided to the board, director, investment managers, and related personnel as confidential and not subject to public records disclosure if the information would not normally be released by its original source.
