Amends Arizona Revised Statutes section 15-902.03 regarding procedures for determining average daily membership for school funding purposes.

For fiscal years 2018-2019 through 2022-2023, school districts with 500 or fewer students that experience enrollment declines of at least 5 percent compared to the previous fiscal year may use their prior year student count for current and next year funding calculations.

Allows affected small school districts to maintain funding levels based on the previous fiscal year's average daily membership rather than the declined enrollment during the specified five-year period.
