Amends Arizona Revised Statutes Section 28-737 to add an exemption allowing on-duty police officers driving clearly marked police vehicles to use high occupancy vehicle (HOV) lanes at any time regardless of occupancy level.

Restructures existing exemptions from HOV lane restrictions by reorganizing them into a new subsection B, including tow truck operators, motorcyclists, and public transportation vehicles.

Maintains the civil penalty of $200 for violating HOV lane restrictions, with $100 of each penalty deposited into the state general fund.

Preserves the definition of "public transportation vehicle" as any vehicle providing public transportation service that is either owned/operated by or contracted with a public entity.
