Requires private prison security officers to be certified by the Arizona Peace Officer Standards and Training Board pursuant to section 41-1822, in addition to existing age and background check requirements.

Adds private prison security officers to the Board's certification authority, establishing uniform minimum standards including high school graduation, physical examination, background investigations, and a basic training curriculum of at least 240 hours.

Restricts private prison security officers from exercising any authority or jurisdiction outside the grounds of a private prison facility.

Mandates that private prison contractors use only certified security officers as a condition of their correctional services contracts with the state.

Establishes that violations of certification requirements by private prison security officers constitute a class 1 misdemeanor.
