Creates a "truth-in-spending estimate" calculated annually by February 20, combining current fiscal year general fund appropriations adjusted for population growth and GDP inflation rates.

Requires the Governor's Office of Strategic Planning and Budgeting and Joint Legislative Budget Committee to jointly calculate and transmit the estimate to legislative leadership and appropriations committee chairs.

Mandates that if appropriations bills exceed the truth-in-spending estimate, each house of the legislature must post a notice on its website within 24 hours of passage identifying the spending increase percentage and retain it for at least six months.

Excludes certain appropriations from the calculation, including emergency funding for natural disasters, public health emergencies, flood relief, wildland fires, civil unrest, and various other declared emergencies.

Requires the general appropriations act to include both the total general fund appropriations for the next fiscal year and the corresponding truth-in-spending estimate for transparency.
