Registry identification cards for registered qualifying patients expire five years after date of issue, while cards for nonprofit medical marijuana dispensaries and designated caregivers expire one year after date of issue.

Registry identification cards for nonprofit medical marijuana dispensary agents are cancelled and system access deactivated when the dispensary notifies the department that the agent is no longer employed or volunteering there.

Renewal nonprofit medical marijuana dispensary registration certificates must be issued within ten days after receipt of the renewal application and fee if the registration is not under suspension or revoked.

Cardholders must promptly notify the department if they lose their registry identification card, and the department shall issue a replacement card with a new random identification number within five days upon payment of a ten dollar fee.

The bill requires an affirmative vote of at least three-fourths of the members of each house of the legislature to become effective.
