Adds Article 10.1 to Title 44, Chapter 11 of Arizona Revised Statutes to regulate pharmacy benefits managers (PBMs).

Prohibits PBMs from preventing pharmacists or pharmacies from disclosing to patients their cost-sharing amounts for prescription drugs and information about more affordable alternative medications.

Prohibits PBMs from penalizing pharmacies or pharmacists for providing cost and efficacy information to patients or for dispensing more affordable alternatives when available.

Prohibits PBMs from requiring pharmacies to charge patients copayments that exceed the total submitted charges by the network pharmacy.

Applies to all new or renewed contracts between PBMs and pharmacies entered into on or after the bill's effective date, with federal law taking precedence in case of conflicts.
