Amends A.R.S. Section 15-1329 to allow teachers employed by Arizona State Schools for the Deaf and the Blind to receive the same salary increases as other public schoolteachers when appropriated by the legislature.

Defines eligible teachers as those counted in the 2016-2017 school year full-time equivalent teacher count who continue teaching at the schools.

Modifies A.R.S. Section 15-1330 to change personnel fingerprinting requirements by removing the requirement that certification forms be notarized.

Changes language in fingerprinting provisions from "an employee" to "the person" to clarify that noncertificated personnel and nonpaid workers must submit fingerprints within twenty days of beginning work.

Applies the salary increase amendment retroactively to June 30, 2017.
