Amends Arizona Revised Statutes Section 15-779.03 to increase funding for school district gifted education programs.

Provides $2,900,000 appropriation from the general fund for fiscal year 2018-2019 and $3,400,000 annually thereafter for additional assistance for gifted programs.

School districts must have teachers with appropriate gifted education certification endorsements to qualify for additional funding of $75 per pupil for 4% of the district's student count, or $2,000 minimum.

Requires school districts to conduct evaluation studies of gifted programs and submit results to the Department of Education, which shall develop evaluation guidelines and procedures.

Appropriates an additional $500,000 in fiscal year 2018-2019 for gifted program assistance, exempt from state lapsing appropriation provisions.
