Amends Arizona Revised Statutes section 39-121.02 regarding public records access and legal remedies for denial.

Changes "may award" to "shall award" attorney fees and other legal costs in public records cases where the person seeking records substantially prevails.

Specifies that attorney fees and costs awards must be assessed against either the public body denying access or the public body that directly employs the records custodian.

Preserves existing rights to recover attorney fees, expenses, and double damages under section 12-349.

Confirms that individuals wrongfully denied access to public records have a cause of action for damages against the responsible officer or public body.
