Establishes that the Arizona Supreme Court has authority over all regulatory functions relating to attorney practice in the state.

Allows the Supreme Court to collect mandatory assessments from attorneys to support regulatory functions including admissions, maintaining records, enforcing ethical rules, continuing legal education, trust account oversight, preventing unauthorized practice, and maintaining client protection funds.

Permits the State Bar of Arizona to collect voluntary membership dues from attorneys for lawful activities not covered by mandatory assessment regulations.

Requires separation of mandatory assessment collection from voluntary membership dues and mandates that mandatory assessments be incorporated into the Supreme Court's budget.

If the State Bar accepts mandatory assessment monies, it must provide annual public accounting of expenditures with independent audit verification and allow public access to records, with provisions for legal remedies if records are wrongfully denied.
