Requires all non-resident circulators and all paid circulators for statewide ballot measures to register with the secretary of state before circulating petitions.

Defines "paid circulator" as a person receiving monetary or other compensation for obtaining or circulating petition signatures, excluding most paid employees of political committees unless they obtain 200 or more signatures in an election cycle.

Allows courts to deem all signatures collected by a registered circulator invalid if the circulator fails to appear or produce documents after being served with a subpoena regarding petition circulation.

Permits any person to challenge circulator registrations in superior court within ten business days after petition filing, with either party able to appeal to the supreme court within five calendar days.

Specifies that removal or disqualification of circulators does not invalidate the random sample of signatures already conducted by the secretary of state.
