Modifies notification requirements when state and federal funding may be insufficient for the Children's Health Insurance Program (CHIP), requiring the director to notify the governor and legislature and stop processing new applications until funding is verified as sufficient.

Adds a new provision requiring the administration to provide at least 30 days' notice to contractors and members if the federal government eliminates CHIP funding under 42 U.S.C. § 1397ee.

Changes language throughout the statute from "assuring" to "ensuring" quality of care and contract performance standards.

Clarifies that applicants and members cannot contest the denial, suspension, or termination of program eligibility if the program is suspended or terminated pursuant to state funding limitations.

Makes minor technical corrections including hyphenation of "first-party" in references to medical benefits coordination.
