Eliminates the radiation regulatory hearing board and medical radiologic technology board of examiners, transferring their functions to the Department of Health Services (DHS).

Establishes an advisory committee within DHS to assist with radiation and radiologic technologist regulation, consisting of radiologic technologists, licensed practitioners, nuclear medicine technologists, and public members.

Consolidates radiation regulatory fee funds into the health services licensing fund, with 90% of collected fees deposited there and 10% to the state general fund.

Authorizes the DHS director to impose civil penalties up to $5,000 per violation (maximum $25,000 per 30-day period) for radiation regulation violations, with a separate $250 penalty authority for radiologic technologist violations.

Repeals sections establishing separate radiation and radiologic technologist boards and funding mechanisms (sections 30-653, 30-655, 30-658, 30-682, 30-685 through 30-688, 32-2823, and 41-3018.04, 41-3018.23).
