Amends Arizona Revised Statutes Section 15-449 regarding the formation of unified school districts by common school districts.

Changes "may" to "by a majority vote of the qualified school electors of the school district, may" in Section A to clarify voting requirements for establishing a unified school district.

Corrects "per cent" to "percent" in Section B regarding the petition threshold requiring ten percent of district residents.

Modifies Section B language to clarify that elections must be held at the next regular election "if the next regular election is within ninety days" after petition receipt, or otherwise within sixty days.

Changes verb agreement in Section E from "votes" to "vote" for grammatical consistency when referring to a majority of persons voting.
