Amends Arizona Revised Statutes Section 15-726 regarding textbook and instructional computer software purchases in schools.

Changes the county school superintendent's role from having "advisory authority to assist" to simply having authority to "advise" the governing board in selecting and ordering textbooks and instructional computer software.

Maintains existing requirements that state welfare institutions and accommodation schools purchase textbooks and instructional computer software using the same procedures as common schools.

Specifies that welfare institutions must use their own institutional funds for purchases, while accommodation schools' textbooks and software shall be purchased by county school superintendents using county school reserve funds.
