Appropriates $8,314,400 and 131 full-time equivalent (FTE) positions from the state general fund to the Department of Revenue in fiscal year 2018-2019 for personal services and employee-related expenditures.

Creates 131 new positions including 2 corporate income tax audit managers, 28 corporate income tax auditors, 2 transaction privilege tax audit managers, 28 transaction privilege tax auditors, 2 tax license compliance staff managers, 18 compliance staff members, 40 tax collectors, and 11 support staff members.

Specifies that these new positions supplement but do not replace existing tax audit, compliance, collection and support positions at the Department of Revenue.

Prohibits transfer of the appropriated monies to any other budget program or expenditure class under Arizona Revised Statutes section 35-173.

Requires the Department of Revenue to submit detailed reports to the governor and legislature by December 1, 2018 and December 1, 2019 documenting tax revenues collected attributable to each appropriated FTE position.
