Establishes a five-year experienced teacher retention pilot program allowing eligible teachers and their families to receive a 75% tuition discount at Arizona Board of Regents universities.

Eligibility includes certificated teachers with at least 10 years of service in Arizona schools, their spouses and dependents, and teachers with 3-10 years of service who pursue graduate education degrees and commit to teaching 2 additional years.

Requires program participants who fail to fulfill service requirements or have their teaching certificate revoked to repay the discounted tuition amount to the department of education.

Appropriates $2.5 million for fiscal year 2018-2019 and $5 million annually for fiscal years 2019-2023, with the department authorized to retain up to 2% for administration.

Requires progress reports to the governor and legislature by September 15, 2021 and September 15, 2024, with the program repealing on December 31, 2024.
