Amends Arizona Revised Statutes sections 11-255 and 39-201 regarding county advertising contracts and newspaper definitions.

Removes the requirement that newspapers awarded county advertising contracts must have been admitted to the United States mail as second-class matter for at least one year.

Modifies the definition of "newspaper" in statute 39-201 by eliminating the federal second-class mail admission requirement as a necessary qualification.

Allows county boards of supervisors to advertise and publish notices in publications other than the official county newspaper for certain purposes, including voluntary advertising and notices required by statute in specific locations.
