Amends Arizona Revised Statutes Section 41-1202 regarding the process for filling vacancies in the state legislature.

Establishes two different vacancy-filling procedures based on whether the vacant seat's political party has at least 30 elected precinct committeemen in the legislative district and county: if yes, precinct committeemen nominate three candidates within 21 days (or 5 days if legislature is in session); if no, a citizens panel appointed by the board of supervisors nominates three candidates within the same timeframe.

Requires the secretary of state to immediately notify the appropriate party chairman or board of supervisors of vacancies, and mandates written notice be given within three business days (for party-nominated process) or seven business days (for citizens panel process).

The board of supervisors appoints one person from the three nominees submitted, by majority vote, within five business days of receiving the list.

Defines "appropriate political party" as the party affiliation the vacating officeholder held when elected or appointed, even if they changed parties after taking office.
