Removes requirement that the joint legislative audit committee designate the chairman of each committee of reference, giving that authority to the chairperson of each standing committee of both legislative houses instead.

Allows the president of the senate or speaker of the house of representatives to fill vacancies on committees of reference by filing a letter with the secretary of the senate or chief clerk of the house, rather than relying on the joint legislative audit committee.

Makes grammatical and technical corrections throughout the statute, including changing "prior to" to "before" and "which" to "that" for consistency.

Retains all existing duties and powers of committees of reference regarding sunset review of state agencies, including holding public hearings, evaluating agency continuation, and delivering final recommendations by December 1.

Preserves the subcommittee composition requirement of five members with no more than three appointees from each house of the same political party.
