• Prohibits operating a vehicle with an unsafe tire on Arizona streets or highways, with exceptions for commercial vehicles, classic cars, historic vehicles, rail vehicles, bicycles, mopeds, off-road vehicles, and airplanes.

• Defines "unsafe tire" as one unsuitable for original intended purpose due to wear (major groove depth reduced to 2/32 inch), damage, improper repair, manufacturing more than 7 years ago, or manufacturer recall.

• Makes it an unlawful practice for persons in ordinary course of business to knowingly sell, advertise, trade, or install unsafe tires in Arizona, with same vehicle exceptions listed above.

• Expands definition of "waste tire" to mean an unsafe tire, and changes article heading from "Waste Tire Disposal" to "Sale and Disposal of Waste Tires."

• Defines "improper repair" as puncture repair of damage larger than 1/4 inch, sidewall repairs, or repairs not properly sealed and patched inside with cured rubber stem.
