Eliminates the requirement that initial notifications or subsequent summons and complaints for parking or standing violations must be issued or served under specific procedural rules.

Changes the method for serving summons and complaint documents from regular mail to first class mail for parking or standing violations when an initial notice receives no satisfactory response.

Establishes that service of summons and complaint is complete upon mailing.
