Amends section 41-1504 to require the Arizona Commerce Authority to maintain three full-time employees serving as advocates for small and rural businesses, including one small business ombudsman dedicated to small business growth and one dedicated to rural economic development.

Repeals section 41-3018.01 and adds section 41-3024.31 establishing that the Arizona Commerce Authority terminates on July 1, 2024, with the enabling statute repealed on January 1, 2025.

Requires applicants for any grant, loan, tax incentive, or other economic development incentive through the authority to register with and participate in the E-Verify program for employment eligibility verification.

Continues the Arizona Commerce Authority's authority to facilitate economic growth and development while requiring it to post annual reports on job creation, capital investment, wage data, and incentive applications on its website.
