Prohibits community colleges and Arizona universities from banning the possession of nonlethal weapons on campus by any person present on campus grounds.

Defines "nonlethal weapon" as a device designed, manufactured, and marketed for personal protection consumer use that is non-explosive and explicitly designed to incapacitate or repel a person with low probability of fatality or permanent injury.

Allows universities and community colleges to adopt rules and disciplinary standards if any nonlethal weapon is used or displayed in a non-emergency manner.
