• Excludes fees charged by health care providers under section 12-2295 from the general subpoena cost-sharing requirements in section 12-351.

• Establishes a tiered fee schedule for health care providers and contractors to charge third parties for medical record reproductions, with varying rates based on page count and delivery method (paper, email, internet portal).

• Provides fee schedule for specialized records including microfilm, x-rays, films, slides, and other images, plus search and retrieval fees and certification fees.

• Requires no charges for medical records provided to treating health care providers for continuity of care, to patients for their own health care, or to state regulatory boards.

• Mandates annual adjustments to maximum fees beginning January 1, 2020, based on Consumer Price Index changes published by the U.S. Department of Labor.
