Eliminates restrictions on candidate committees transferring unlimited contributions to other committees for the same candidate, removing previous limitations based on office type (city, county, state).

Removes the 24-month waiting period that previously prevented county candidate committees from transferring contributions to statewide or legislative committees for the same candidate.

Maintains requirement that individual aggregate contributions to both committees during an election cycle cannot exceed individual contribution limits, with reduced limits applying if receiving committee is for statewide or legislative office.

Effective date: December 31, 2018.
