Transfers $500,000 annually from the special services fund to the department of corrections building renewal fund.

Remaining monies in the special services fund may be used for prisoner benefit, education, welfare, and canteen/hobby shop operations.

Authorizes use of special services fund revenues for implementing, operating and maintaining inmate technologies and programs including telephone systems, kiosks and tablets.

Requires revenues generated from inmate telephone systems and technology use to be deposited into the special services fund.

Requires the department to submit an annual report to the legislature by August 1 detailing special services fund transactions related to inmate telephone systems and technology for the preceding fiscal year.
