Extends the military family relief fund from December 31, 2018 to December 31, 2026

Establishes two separate subaccounts within the fund: pre-9/11 veterans subaccount and post-9/11 veterans subaccount, each with its own advisory committee

Creates eligibility criteria for financial assistance up to $20,000 per family for deceased, wounded, injured or seriously ill service members based on deployment location and discharge status

Allows donors to direct donations to either subaccount (100% pre-9/11, 100% post-9/11, or 50/50 split) and provides income tax credits up to $200 for single filers or $400 for joint filers on contributions

Allocates up to 5% of donations for administrative costs and requires annual independent audits of the subaccounts
