Establishes a health professionals workforce database under Title 32, Chapter 32, Article 4 to collect information from applicants for initial or renewal licensure, certification, or registration.

Requires all health professional regulatory boards (under chapters 13, 15, 17, 19.1, or 33) to collect designated database information from applicants beginning January 2, 2020.

Designates the Department of Health Services director to adopt rules prescribing what designated database information boards must collect for the workforce database.

Protects the privacy and security of health professionals by making personally identifiable information collected under this law confidential and not subject to public records disclosure under Title 39, Chapter 1, Article 2.

Exempts identification materials and information required to determine applicant qualifications from being included in the designated database information.
