Appropriates $500,000 from the state general fund in fiscal year 2018-2019 to the Arizona Department of Health Services for purchasing and distributing opioid antagonist kits.

Kits containing naloxone hydrochloride or other FDA-approved opioid antagonists are to be distributed to each county health department for use by persons at risk of opioid overdose, family members, community organizations serving at-risk populations, and other persons positioned to assist overdose victims.

Requires the Department of Health Services to prioritize kit allocation to counties with the highest incidence of opioid-related overdoses.

Exempts the appropriation from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
