• Prohibits pharmacy benefits managers from charging enrollees cost-sharing amounts that exceed what the pharmacy retains from all payment sources for filling a prescription or providing services.

• Prohibits pharmacy benefits managers from preventing pharmacists or pharmacies from informing enrollees about the cost difference between using insurance coverage versus paying out-of-pocket.

• Prohibits pharmacy benefits managers from preventing pharmacists or pharmacies from selling prescriptions to enrollees who choose not to use their prescription drug coverage.

• Prohibits pharmacy benefits managers from restricting prescription delivery services or restricting 90-day fills of medications consistent with Arizona state pharmacy board rules.

• Authorizes the director to issue cease and desist orders, assess civil penalties, or refer violations to the attorney general; also allows aggrieved persons to file civil actions in superior court for violations.
