Adds eligibility restrictions for joint technical education district (JTED) governing board members, prohibiting educators who teach or administer career and technical education programs at satellite campuses from being elected candidates, though they may be appointed by county school superintendents.

Permits satellite campus educators to be appointed to JTED governing boards as an exception to the general election prohibition.

Allows existing JTED governing board members serving on the effective date of the act to continue serving until their normal term expiration despite new eligibility restrictions.

Makes technical amendments replacing "prior to" with "before" in various statutory references related to student count revisions and budget adjustments for JTED districts.
