Establishes voting centers as physical locations where any voter in a county can receive and cast their appropriate ballot for an election, in coordination with the county recorder.

Allows voting centers to operate as early voting locations and ballot replacement locations, with ballots cast on election day retained in envelopes and counted after signature verification.

Permits counties to appoint voting center election boards with inspectors, marshals, judges, and clerks from different political parties, and allows minors age 16+ who are U.S. citizens to serve as clerks under supervision.

Authorizes county recorders to extend on-site early voting operations during the three-day period before election day if precinct registers and materials can be revised in time for election day.

Amends provisions regarding election precincts, polling places, early ballot requests, and replacement ballots to accommodate the voting center framework.
