Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of traffic laws related to speeding, red light violations, or failure to obey traffic control devices.

Removes the definition of "photo enforcement system" from the general definitions section (28-601) and relocates it to article 21 with the new prohibition.

Repeals sections 28-1202 through 28-1206 and section 28-1602 of the Arizona Revised Statutes, eliminating prior photo enforcement-related provisions.

Eliminates the exception that prevented unarmed police aides, private contractors, and traffic investigators from serving process on citations issued using photo enforcement systems.

Establishes legislative intent to keep law enforcement in the hands of trained officers, protect citizens from privatized enforcement abuses, and ensure law enforcement serves public safety rather than generating government revenue.
