Amends Arizona Revised Statutes section 15-901.06 to establish standards and requirements for school district and charter school dropout recovery programs for eligible high school pupils.

Requires dropout recovery programs to provide state-aligned curricula (may be online), standardized testing, academic supports (tutoring, career/college counseling), compliance with special education law, and meet state graduation requirements.

Mandates each enrolled pupil have a written learning plan developed by an assigned mentor that includes start/end dates, courses, course delivery method, required exams, and monthly progress expectations.

Requires schools to report monthly participation data to the Department of Education and allows pupils in dropout recovery programs to generate average daily attendance based on meeting satisfactory monthly progress without traditional attendance requirements.

Establishes that dropout recovery programs must be classified as alternative schools subject to accountability provisions, prohibits contracted providers from marketing to currently enrolled students, and requires the Department of Education to submit an annual report to state leadership detailing program outcomes and graduation rates.
