Adds new contribution limits for candidate committees from political action committees (PACs): $10,020 for local offices, $16,150 for legislative office, and $100,110 for statewide office per election cycle.

Establishes contribution limits from political parties to their nominees: $10,020 for local/legislative offices and $100,110 for statewide office per election cycle.

Eliminates partnership contribution limitations to candidate committees and removes the prohibition on partnerships making contributions in the partnership's name.
