Amends the definition of "child only case" to include situations where an eligible dependent child lives with a nonparent relative who is not receiving cash assistance, in addition to cases involving foster care placement.

Modifies the definition of "needy family" to explicitly exclude child only cases from the family assistance category.

Changes eligibility rules so that for child only cases, only the income of the eligible dependent child is considered for eligibility and benefit amount determination, rather than the income of the nonparent relative caregiver.

Allows cash assistance for otherwise eligible dependent children living with nonparent relatives in specified circumstances, including when courts place children with relatives, when parents are deceased, or when children are abandoned.
