Requires the presiding judge of the superior court in each county to establish a veterans court and a mental health court to adjudicate cases filed in superior, justice, or municipal courts.

Mandates automatic referral to veterans court for any case against a veteran alleging only violations of section 28-1383, subsection A, paragraphs 1, 2, or 4 (aggravated DUI offenses).

Mandates automatic referral to mental health court for any case against a person diagnosed with post-traumatic stress disorder alleging only violations of section 28-1383, subsection A, paragraphs 1, 2, or 4.

Suspends prosecution for 24 months when a person is under jurisdiction of a veterans court or mental health court to allow participation in a deferred prosecution program.

Requires the court to dismiss all charges upon successful completion of the deferred prosecution program.
