Creates mandatory minimum sentencing of 5-15 calendar years (with 10-year presumptive term) for possession, manufacture, or sale of heroin, fentanyl, carfentanil, or fentanyl mimetic substances.

Increases penalties for repeat offenders to 10-20 calendar years (with 15-year presumptive term) for subsequent convictions involving these specified drugs.

Eliminates probation and suspension of sentence eligibility for convictions involving heroin, fentanyl, carfentanil, or fentanyl mimetic substances until sentence is served or release is granted under section 41-1604.07.

Preserves probation eligibility for first-time offenders convicted of simple possession or obtaining drugs by fraud unless the drugs involved are heroin, fentanyl, carfentanil, or fentanyl mimetic substances.

Maintains existing mandatory minimum fines of at least $2,000 or three times the drug value, whichever is greater, for all narcotic drug convictions.
