• Renumbers existing subsections C through F to D through G to accommodate the new dual diagnosis eligibility provision.

• Maintains existing financial screening and eligibility requirements for behavioral health service applicants, including annual eligibility determinations and cooperation with the eligibility process.

• Preserves existing provisions regarding emergency services, on-site eligibility determinations by the Department of Economic Security, and requirement for personally identifying information.
