Amends section 15-756.01 of Arizona Revised Statutes to modify English language learner (ELL) instruction requirements in public schools.

Exempts English language learners enrolled in dual language programs from the four-hour minimum daily English language development requirement that applies to other ELL students in their first year of classification.

Requires the state board of education to use or develop research-based models of structured English immersion programs, with consideration for school size, location, grade levels, and ELL population percentages.

Maintains existing provisions for annual review and modification of ELL programs, budget request procedures, and incremental cost calculations for program implementation.
