Amends Arizona Revised Statutes Section 15-946 regarding school district transportation revenue control limits.

Beginning in fiscal year 2018-2019, caps the difference between each school district's transportation revenue control limit and transportation support level at the amount calculated in fiscal year 2017-2018.

Requires that if a school district's transportation support level decreases from the current year to the budget year, the transportation revenue control limit must decrease by the same amount.

Maintains existing provisions that prevent transportation revenue control limits from increasing if they exceed 120 percent of the transportation support level (for fiscal year 2006-2007 and thereafter).

Preserves the requirement that if transportation support level exceeds the transportation revenue control limit in any budget year, the limit shall be adjusted to equal the support level in that year and all subsequent years.
