Requires political action committees supporting or opposing statewide ballot measures to file monthly campaign finance reports beginning when the committee receives more than $25,000 in aggregate contributions, in addition to quarterly and pre/post-election reports.

Prohibits the Secretary of State from accepting statewide referendum applications against legislative enactments until after the legislative session ends (adjournment sine die), with a legislative enactment becoming final on that date.

Requires organizations filing initiative or referendum petitions to submit a statement of organization alongside their application to the Secretary of State.

Maintains existing requirements for circulator training materials for statewide initiative, referendum, and recall petitions, with documentation of circulator receipt required before petition filing.
