Amends Section 15-182 to allow the State Board for Charter Schools to adopt rules and policies necessary to accomplish its purposes, in addition to its existing duty to recommend legislation to the legislature.

Adds Section 41-1005(G) to exempt the State Board for Charter Schools from standard rulemaking procedures under Arizona's Administrative Procedure Act, similar to exemptions already provided to the State Board of Education.

Requires the State Board for Charter Schools to provide at least two opportunities for public comment before implementing or changing any policy or rule.

Requires the State Board for Charter Schools to consider the fiscal impact of any proposed rule.

Updates terminology in Section 15-182 from "per cent" to "percent" and adds hyphens to "two-year" and "four-year" for consistency.
