Requires school district governing boards to adopt and administer personnel policies that provide noncertificated personnel with substantially equivalent due process procedures as those prescribed for certificated teachers.

Modifies contract transmission requirements for certificated employees to send contracts to both school district and personal email addresses before the start of the next school year.

Clarifies that electronic documents transmitted for employment contracts are considered written documents for statutory purposes and allows governing boards to require original signatures within a specified time period.

Prohibits school districts from adopting employment retention policies based on tenure or seniority for teachers.
