Department of Water Resources shall conduct a survey of one or more areas in the groundwater basins of the upper Colorado River water planning area to determine groundwater status and resiliency.

Survey shall develop data on groundwater use and availability, including well status and numbers, comparative groundwater levels, types of groundwater users, and other relevant information by metering and monitoring wells with pumps exceeding 35 gallons per minute capacity.

Department shall compile and report survey data to county boards of supervisors in affected counties, the Speaker of the House, President of the Senate, affected legislators, and the Secretary of State.

County boards of supervisors may recommend whether to meter and monitor wells and submit recommendations to the Department of Water Resources upon receipt of the report.

This requirement is repealed effective December 31, 2018.
