Changes the definition of "neglect" by replacing "unreasonable risk of harm" with "substantial risk of harm" to a child's health or welfare regarding a parent's inability or unwillingness to provide supervision, food, clothing, shelter or medical care.

Maintains exceptions for parents unable to provide services to children with disabilities or chronic illnesses due to unavailability of reasonable services.

Preserves all other existing provisions related to neglect including exposure to manufacturing dangerous drugs, prenatal drug exposure, fetal alcohol syndrome diagnosis, sexual conduct exposure, and sexual acts committed in the child's presence.
